Make an appointment with a makeup counter beautician in one of the department stores in your nearest city. They will give you a makeover, alot of tips, and the reputable ones working for larger cosmetic companies don't pressure you to buy at all.
PS Giving details like your age, complexion, roughly where you live (because there are so many different brands in different countries) might help other answerers.
Edit again - I think you would probably suit something like, pink and shimmery, especially glosses and lipsticks. I'm from the UK and recently bought some Instant Glow Shimmer Dust from Boots which is good, imo. You can use it on your face and body to give an instant glow.
Just remember less is more so don't wear too much. x

Yeah 13 is totally ok, its completely average. Its cool that even though you could wear makeup you didnt go over the top with it. Keeping it simple looks best in my opinion. I started experimenting with my moms old makeup when I was 7 or 8 but it was just for fun. I actually seriously started to wear it out when I was...11 or 12 and Im 14 now. Just because you wear makeup early doesnt mean you end up wearing oober thick and goth. The most I do is black eyeliner, light layer of mascara, clear lipgloss, and some sort of eyeshadow. My favs are gold, silver, brown and purple.

Peachy, brown colours are good for blue eyes blondes. Especially for everyday wear.
As for cost, well you can get cheap makeup for a few ££s (but its often not very good) and the expensive stuff costs an arm and a leg. I'd recommend starting off with something like Avon or Boots 17. Not mega-cheap but not hugely expensive either.
Get yourself a duo eyeshadow, a blusher, a mascara, an eyeliner and a lipstick. If you have good skin you won't need a foundation and powder and its best not to use it if you don't need it as it can clog your pores up and give you spots. you can get away with a concealer for undereye circles and blemishes and a tinted moisturiser. If you want a little more coverage use a light mousse foundation (Maybelline do a good one) with a concealer. You shouldn't need powder with a mousse foundation as they have a silky finish.
For your colouring I'd suggest a brown/peach duo eyeshadow, light rose blusher, rose lipstick (or lipgloss for daytime wear if you prefer), brown eyeliner and brown mascara. You don't need to wear everything every day! Some days you might just want to put on a little concealer, mascara and lipgloss. If you're going out with your friends you might want to put the full works on!
You can add to your collection as you get more confident. These colours will look good for day or night, but as you get more confident you might like to start experimenting with stronger colours for nighttime, parties etc.

try starting out with quite a natural look unitl you get some experience. i'd use a light cover foundation, unless you need a heavier one to cover spots. a natural pinkish colour blusher, mascara, and maybe some lipgloss or a natural colour lipstick. i started wearing makeup when i was about 16 and the only way to learn is practice! once you're happy with that kind of look you can experiment with different eyeshadows etc, i love the barry m dazzle dust eyeshadows-they come in loads of really nice colours, are quite cheap (3 for £10 in superdrug) and you can get loads of different looks with them. also try looking on youtube.com-there are loads of makeup tutorials on there to show you how to do different looks.
It's hard to say how much it will cost really, it totally depends on which brands you go for. I would say if you're just starting out then there's probably not much point in going to makeup counters in the department stores and spending a fortune on makeup you might decide you don't like.But then again I would say the really cheap brands like collection 2000 etc are usually a waste of money as they don't stay on your face for very long. I would go for the mid-range brands like bourjois, max factor, maybelline, l'oreal for now- go to boots or superdrug. Maybe go for something a bit more expensive if you can afford it once you've got the hang of it. Hope that helps! x

I didn't start wearing it until I was about sixteen, seventeen.
You just need to go into Superdrug, they will help you choose the right skin colour / foundation for you.
A decent mascara. Max Factor is really good, with Max Factor Kohl eyeliner pencil.
Barry M eyeshadow. Try silver or gold.
Blusher, use Maybelline Moose Blush in "Dollypink"
Maybe get a concealer, or foundation powder. You can choose if you want to have that or not. :)

Don't buy it all in one go, just experiment and spend as much or as little as you like! The first make up i bought was lip glosses, then after a while i bought some foundation powder and then eye shadow, then eye liner and now i just buy the odd thing every few months
Dont buy the most expensive things, go for brands like rimmel and collection 2000, they're cheap but do their job well and are good for younger people, don't buy anything over £5, buy whatever draws your eye and try it, don't worry about making sure it matches your skintone/hair tone whatever just yet, you'll learn more about it the more you buy

drugstore type makeup is about 2 to 5 dollars for cheap lipgloss, $5 to $10 for eyeliner, eyeshadows can go for $3 to $10, blush is about 5 or $7, blush brushes are like $10 or $15, foundation is like $10. with designer varieties like CHanel, Mac, Bobbi Brown etc it can be very expensive, like $20 for mac lipstick. it is worth it though! it can turn a girl you wouldn't really think about into wow, look at her! it takes practice at first to get it right, get the colors right and the right amount to make it look natural. the first time i started to wear eyeliner when i was about 11/12 me and my friends would draw little designs on the outside corners!
liquid eyeliner is very hard to master, i suggest getting a Makeup Eraser pen from Revlon, it is like makeup remover in a pen so you can neatly clean up mistakes.

how old are you?
it's important, and ... well .. everything is important! ... what's your skin like, what's your hair like, and your eyes, the shape of your face ...
there are very few absolutely general advices:
1 - don't buy cheap
2 - make-up has to go off before you go to bed
3 - bad make-up is worse than not having any make up at all
and when you finally buy make-up, play with it, experimenting will be fun, and it will give you some ideas about what looks good on you, and what doesn't

fisrt you didnt say how old you?? if ur too young then dont wear it
i am 17 and rarely wear make up
but i wear fodation wich is for your face to cover spots or make your face looked more tanned
mine cost me £5 but it lasts me bout 3 months
i dint think you shud be wearing make up if u dont need to
u never wore it b4 so why start now
but if ur goin to make sure you get colours tht suit ur skin

go to a store like Sephora and ask them what products you should use. They will help you AND basically give u a free make-over when they show u how to put it on. + they can tell u costs (from there its pretty expensive though, but as long as they give u the info)
