The most romantic language has to be Body language. Look, nod, touch, feel, caress, push, pull, smile, blink, kiss, taste, bite, hug.... it could go on forever and never say a word! :)
But in case you dont consider this a proper answer I'd say any language has equal capabilities of being romantic as long the speaker is such a person!
As for the sound of it. When spoken in hushed tones and heavy breathing, French sounds sensual in a very otherwordly way.
I find Spanish and Italian cute, for in my mind they are languages for a more lively flirt!
