1. 7 girls x 7 bags = 49 bags
2. 49 bags x 7 big cats each = 343 big cats
3. 343 big cats x 4 legs each = 1372 big cat legs
4. 343 big cats x 7 kittens = 2401 kittens
5. 2401 kittens x 4 legs = 9604 kitten legs
6. 7 girls x 2 legs = 14 kids legs
1372 big cat legs + 9604 kitten legs + 14 kids legs = 10990 legs.
+ 2 driver's legs ? :)

Big cats: 7 x 7 x 7 x 4 = 1372 legs

Well there are 7 girls which give us 14 legs. Each girl has 49 big cats and 343 small cats which makes 343 big cats and 2401 small cats which is a total of 2744 cats which gives us 10976 legs. So the total number of legs is 14+10976=10990.

A note about the "driver's legs":
The trick is that the story problem should start out saying, "You are driving a bus. On the bus are 7 girls. Each girl...."
Without this added phrase, there are 10990 legs.
With this added phrase, there are 10992 legs.

each big cat carries 7 small ones= 2401 small ones

The girls and the cats, and the driver if he is inside the bus, are IN the bus. Unless otherwise stated that someone or something is ON the bus, there are no legs ON the bus. because all are IN the bus.
