Tonight while walking out onto the front porch of my house, I was attacked by dozens of tiny black insects. Looking down on the porch, they were everywhere. Jumping similar to fleas as we watched them. The closest animals to us is next door, who have 4 dogs. Is this fleas or what? Any help would be appreciated. One more note, it has been raining and the porch is damp.

Update. These are actually Snow Fleas. They aren't fleas as we know them that are associated with dogs and live on and in mulch. They aren't inside my house. They look like pepper.

Yes, they are also called Springtails. They're gone now, or moved out of site, but really gave me a scare one night.
