I owe a university a bit of money and am currently paying them back. Unfortunately, they won't release my transcripts until I do. I didn't finish the semester so I have no credits from them, but I'm afraid they'll keep me from attending another school if that school requires transcripts from all universities.

Yes, they will require transcripts from all universities you attended even if you did not finish the semester or failed everything. It is fraud not to send the information that you attended previous universities and just silly to enroll in one school when you owe another so much money. Rather than transferring and wasting yet another semester growing your debt, how about learning some responsibility and getting a job and paying back what you owe.

I think it would be helpful if you explained to us the circumstances under which you didn't finish the semester. If you have 0 credits, you have nothing to transfer.

I look forward to seeing the other answers, though, because this is an interesting question.

No. To the best of my knowledge, no school will accept you without a transcript. They would have no record of your prior education without that.
