Not usually. An accelerated program is one that is offered on an intensive schedule so that you finish faster than one normally would. For example, some schools offer a six-year combination undergrad and law school program (which would normally take 7 years if done separately). Unless you know that the program for which you are applying is accelerated, it probably is not.
By the way, one of the other answerers suggested that you can't describe yourself as pre-med. I don't know what he is talking about, because at many schools, that is an actual undergraduate major, and you can call yourself that as soon as you start college. No one gets upset by that - it is just fact!

It is considered a collection of classes or a program of classes. Accelerated... not so much. Anyone can sign up for most classes. Yes, college applications are fun.... seeing as how... most of them are looked at and decided within a second of seeing your GPA and classes. Usually for premed, the program or collection of classes involves Bio1 and Bio2, Chem 1 and Chem 2, Higher math like calculus 1 and 2, etc.... its a well rounded collection of classes that concentrate on sciences and math.

Unless you're graduating from college, you really shouldn't say that you're a premed student. The ones reading your college application will laugh at you. What people don't understand is that you're only a premed student when you are well on your way to med school. Most med schools don't like it when someone refers themself as a premed student. And to answer your question, no.

It wasn't when I was in college. '03 grad. Premed isn't really a major--biology is, and biology was not an accelerated program.
