i was thinking maybe metaphor or personification, or possibly hyperbole? what do you think?

I'd call it hyperbole or metaphor or a little of each.. Nothing is being personified, but one could argue that the effect of his answer is being exaggerated and/or implicitly compared to a flood--or both.

its methaphor because a refusal can't literally flood you.

sounds like a malaprop to me -- the saying should be "absolutely FLOORED me"
