I am positive that the balikbayans will be encouraged. Who would not appreciate such discounts?
However, this will not be practical. The merchants will not be convinced by the DOT to offer the scheme - - - how will they gain from the deal?

we already have a balikbayan discount card issued by duty free philippines. the deals they have there are really great, hotel rooms are sometimes 50% discounted from the rack rate. I guess for us money won't be a big issue, we just want to go back to our beloved Pinas with or without a discount card.

This is not something new, DOT just need to sustain this program. I recall seeing tourists before arriving in droves in the malls with discount coupons and frebies as incentives. This was made possible with the collaboration of DOT and the mall owners. Retailers in the malls and mall owners welcomed this gesture coz this is one way to tap the balikbayan market and promote the Phils. as shopping-destination country. I know of many malls that have programs to cater to this underserve market but they need support from the government. Let's not lose this oppurtunity as the Phils. has the vantage point to attract more balikbayans and tourists with all the malls and the wide array of products that they offer.
