No. A "junior college" is usually called a community college these days, and covers the first two years after high school. An undergraduate college is the first four years after high school. It could be a college that ONLY offers the bachelor's degree (4-year degree), or it could be a separate unit within a university which provides undergraduate education, although the university as a whole might offer masters and doctorate programs.
