Or could I at least send all the application materials on Dec 28th ?
BTW, I am an international student . My IELTS results wont be send until next week - 1 week before the deadline - by snail mail. Is it okay for the IELTS results to reach the admin office 2-3 weeks after the deadline ?

Honestly, it's up to the Admissions Office. In my experience, as long as your application is received by the deadline date, they will allow you to submit the remaining documents a little past the deadline date. Just be sure to submit the application and application fee by the deadline date with a note saying your IELTS results will be sent directly from IELTS. Also make sure your submit your documents requesting for an I-20 on time, ie: copy of passport, statement of support, etc.

Check with the Admissions Office to verify their application deadline date policy.

Best wishes!
