I don't know if this makes sense, because I have no idea what the answer is.

Yeah I understand the balance and grams, but what I'm really confused by is the accuracy of the grams, I don't get what it's asking.

You measure mass by using a balance. It measures by using grams and is accurate only by good judgment.

The unit of accuracy is dependent on the device itself...

Is the balance a scale being used to check trucks on the thruway or a jeweler's measure being used to buy gold?

The kilogram (kg) is the standard mass unit. There's more than one way to measure it but generally you would use a triple beam balance. Or anything to weigh it really.
