Depends on the type of glue...But resistance to the product inside is a factor in designing the containers. For instance, white glue and carpenter's aliphatic resin glue (like white glue but more yellowish color) are packaged in Low Density Polyethylene (LDPE) because it is impenetrable to the glue, not easily broken, can be squeezed to apply the glue, and virtually NO glue will adhere to it.

Because when the bottle is capped, the air inside is loaded with moisture from a small amount of evaporated glue. Leave the cap off for a week and you'll see the difference.

Glue only sticks when it is dry. Being inside the bottle there is not so much air so no evaporation occcurs.

It does, when the bottle is nearly empty. As the solvent evaporates, the glue gets stickier.
