I would suggest a Dodge Neon, very inexpensive, lots of upgrades available including performance enhancements and easy to find the parts. Dollar for dollar you will always get more car with a domestic car versus an import.

88-92 Mustang. You can get new and Used speed parts for these really cheap. Imports are only fast if you buy a turbo and that is 2-3k for about 70hp. You can do a head swap on a mustang for $800 and get 100hp. Plus the drivetrain and the engine can handle it. They have forged pistons in those years so you can turbo, supercharge or run nitrous. A mustang also has lots of small mods that can be made to make it faster. They can handle pretty good for a solid axle car, but if you want independent rear suspension you can actually bolt on a rear end from the 98-03 Cobra.

All most anything American that has a V8 and is RWD. Not including trucks. Tuner cars are not fast, reliable or cheap to try and make fast.

get a nissan 240sx. stock ka24 bottom ends can handle somewhere around 500hp. they are almost as stout as the sr20det, which can also fit in the 240sx and when properly tuned and upgraded can reach a reliable 600-700hp. not to mention it is a two door and rear wheel drive and can be configured to drift, drag or just road race....

Look at parts catologs. You'll probably find more Chevy parts for less, followed by Ford. In Japanese, I would guess Honda.
