You're the latest in a long line of questioners who all have been told that it is not true. I'm not sure where this incredibly weird rumor started, but nothing like that happened in connection with "The Wizard of Oz", either on or off the set.
They keep pointing at a half-dozen spots in the film, which should let you know right there that this is becoming a sort of urban legend. Different sites are cited when this question is asked again and again.
Actually, the bird in that scene isn't an ostrich but is supposed to be a crane of some type. Face it: An ostrich generally is too dangerous to wander around free, so it surely wouldn't be brought onto a movie set.

When Dorothy is about to start down the yellow brick road, if you look between the buildings in the background you will see what APPEARS to be a shadow of someone hanging.
I saw a show that said it was in another part, and turned out to be an ostrich brought in from the local zoo as a background animal, and wasn't supposed to be in the shot at all, but it looks nothing like the shadow in the beginning.
I can't say for sure that it is indeed a person hanging, but it sure looks like it.

Urban Myth...I think the scene is when Dorathy and the Scarecrow pick up the Tin Man...when they are off down the Yellow Brick Road there is a shadow or movement...it's a Ostrich I believe.

Hmmm...I have heard something about it a while ago, but never saw it. I am going to have to look again.
If it's there, I am sure it was not on purpose - probably an optical illusion caused by a mistake while shooting the film. Someone left some prop out and they did not edit it out.
FYI: I just saw the scene on You Tube (someone had it zoomed in). It is totally a bird!
