No, it is typically a policy of a merchant. Because of the cost of the transaction, they do not want you to use debit to pay for a small transation.

Most credit card/merchant agreements state that the merchant cannot require a certain amount. Merchants have to pay per purchase, which eats into the profit of, say, a 50 cent candy bar.
In short, they are supposed to not require a fee, but some try to anyway. If you tell them they can't require a fee, they often will back down and let you use it anyway.

As a consumer, you have the right to take your business elsewhere if you don't like the store's policies.... or you can whine impotently... your call!

a merchant can do what ever he or she wants to do, including not even taking the card,.....
