Is that true to get in with "2.0"?

Im a transfer student from out of state.
give me some ranking and advice

None of the CSU schools are very good or very selective. CSU-N and SJSU are two of the worst.

Northridge accepts 78% of those who apply. Only a third of those who attend graduated in the top half of their high school classes. only 4% of the students who attend graduate in four years and only 28% graduate in six years. This is NOT a good school to go to -- especially if you are paying out-of-state rates.

SJSU is about the same. Only 7% graduate in four years.

On the other hand, the UC schools are among the best public universities in the US. UC-Riverside is the lowest ranked UC (excluding Merced -- which is brand new). But Even Riverside is in the top 70 schools in the US.

UC > CSUN > SJSU.
You won't get in to the UC system with a 2.0 unless you're a paraplegic american indian. CSUN should let you in though.
