if you want it sealed on the ends, use sculpy or other oven bake clays to make end pieces, tape it with electrical tape for decorations.

I'm taking a guess here. You want it to light up....right? Go to the wedding decoration section of your local craft store. Find the battery operated lights ( with the clear cords, if available ) Insert these lights in the tube, adjusting the position with a skewer. Add a decorative top, such s a star, and secure it in place. The battery pack will have to be secured to the bottom of the wand. You could design it with decorative garland that is on sale everywhere. I think it would be much easier to purchase one at the site below. They are quite inexpensive.
