It can be both. Usually teachers put a lot of thought into the homework assignments and intend them to give the students a good review of the in class topics being studied. From time to time though, it might be BS to fulfill the district required homework minimums. On those days, we might give you a word find or some other busy thing. I usually try to make it something easy and don't grade it too hard. But as a rule, doing your homework will not only keep your homework grade up, it will also give you a chance to solidify what you are learning in class.

Homeworks are given to increase the knowledge and improve the abilities and skills of the student.
However, opponents of homework may regard homework as rote, or grind work, designed to take up children's time, without offering tangible benefit.
Homework may be designed to reinforce what students have already learned,
prepare them for understanding difficult lessons, and to write tests & exams well.
It develops a habit of reading, writing & also finding out things at leisure.
. Homework also provides an opportunity for parents to participate in their children's education.
The task of the teachers is to make it interesting, enjoyable, less laborious & allow pupils to have some free time at home for other recreations.

Homework is not something teachers give you because they have nothing better to do. The administration has told the teachers what they expect students must learn, obviously, there is only so much time for every class. So, the alternative is to take it home.
If you feel you are doing too much homework per night (over 3 hours), then have your parents talk to the principal.

It is what you want it to be.
If you want to learn, train your brain and add to your body of knowledge....homework will do that.
If you think it's just busy work and you're wasting your time..... you probably are.
Kinda scary when you think about how much control you have over your own education, huh?

I just give homework to be mean!
Seriously though, it takes us alot longer to grade homework than it takes you to do it, so do you really think we would give it "for nothing?"
