I had to uninstall Oblivion which said I needed the disc, which I did not have. I said "OK " and the uninstall proceeded as if I had inserted the disc. Hope this helps.

Click start then run type regedit.exe. This will bring up the registry editor. Then go to menu and then click edit then find enter the program's name. In this case GTA vice city. Or Rockstar then delete all registry keys named Grand Theft Auto and Rockstar. Then do a search for all the files related to Grand Theft Auto and delete them. That should do it. I have had to unistall so many programs this way. If this is confusing there is a tutorial at Microsoft that will tell how to do this.
