There are mainly 5 cities in USA that have warm wimter temperatures. They are Phoenix, AZ; New Orleans, LA; Miami, FL; San Antonio, TX; and Honolulu, HI. For consistency of high temps, it would be Honolulu. Highest would be Phoenix. High but maintainable is San Antonio. Thanks to humidity, Miami and New Orleans.

Hawaii is about 10 degrees warmer than South Florida in the winter.
Hilo, Hawaii has the warmest winters with a minimum average temperature 1961 to 1990: 53 F
