It actually started in new york by bullies simply doing to younger smaller kids, but it later died out and then in the ghetto or the hoods, what would happen is when a young child was murdered in the streets, like so many were sadly were, they would take the shoes off the kid/s and throw them on a telephone wire for remeberance of that child, before long the streets would be paved with them.

It could mean a number of things, depending on where you are and who did it. Personally, I always tossed a pair of sneakers into a tree when they were worn out; no particular significance, it was just fun.
