No. Except for a few specific circumstances to do with Real Estate, there's no legal obligation to file or record a PoA.
However, if the other party is claiming to have had a valid PoA at the time of the transaction, the burden to prove that is on them, not on you.
If this is 'regular' court, then you can ask for a copy of the PoA during discovery. Most small claims courts don't have discovery, but in your complaint (or answer if you're the defendant) you can state that you believe the PoA to have expired prior to the disputed transaction, and request the other party prove that it hasn't.

Yes, it is considered a legal document and is of public record.
Having a docket number would be most helpful. However the Clerk of the Court can do a search by name.
