Nope No lawsuit. universities can kick you out if they have reason to believe you cheated.

Before you jump to a lawsuit try appealing the decision. All universities have a procedure thy need to follow in situations such as this. In this case, th proof of actual cheating is really thin so you may want to argue on that point - do not get angry, just recite the facts.

The school should have some process to appealing this. Look into that. Also, ask your sister to talk to someone she know, perhaps another dean or something who can put in a good word for her or at least help explain what she has to do to appeal the decision and what steps she can take to improve her chances of a successful appeal.

Why on earth would her friend that emailed the assignment accept an F? In every university, there are student councils. Have her bring up the matter before the Student council and have them make a determination.

I doubt there is a lawsuit as you can be suspended or expelled from any any school for offenses such as cheating or misconduct.
You need to butt out and allow your sister to go to the teacher and the dean in a conference over the conduct and see what happens.

Is this a public university, or private?
If public, then its charter will call for some sort of disciplinary hearing process in which she can appeal her proposed expulsion.
If private, then it can make its own rules, and whatever those rules are she is bound by them.

Or if you really want to be crappy, just submit a letter of apology, so that your sister gets to stay...
Anyways, tell her to get rid of that friend too. Couldn't he have guessed what they could think if he uses the same email address or such? Or maybe he even copied from her.....

tell them that it was not her fault that they should punish her for your actions that you were mad because they SHOULDN'T have given her that F they need help being able to tell the truth
