I had been told once that the D minor was the most harmonically balanced scale.
And what does it mean for a scale to be "harominaclly" balanced?

I'd say C major. Its pretty much the 'standard' key.

I'm pretty sure harmonically balenced doesn't mean anything.
All minor scales are identical in structure, what makes them different from each other is the note they start on. That's true for nearly all types of scales (Major, harmonic, melodic.)

I am afraid that the question does not really make much sense.

There is no reason why the D minor scale would be any more "balanced" than the G minor scale.....or any other minor scale.

I've no idea what this means! A scale is a series of notes - no harmony involved at all.
