They don't have much choice. The shelters won't take them if they are violent or using drugs/alcohol, but mental illness and/or substance abuse is usually what got them there in the first place.

The part of the answer that is still missing here is because it is ONLY raining. If it is -10C and snowing on the prairies, or Ontario, homeless may feel it best to migrate to Vancouver where it is only raining. Then you are left trying to provide shelters for more than the province's share of homeless.

This problem exists everywhere. I live outside of Denver, and imagine how cold it gets there most of the winter. They hide under bridges, in boxes, etc.

I understand that some who can migrate to places like Arizona for the winter. At least in the States.

Pagan Dan is correct....

And our stupid government would rather spend MILLIONS of dollars on the Olympics, than on housing and treatment for it's own citizens....

Shame on Gordon Campbell (BC's premier)

SUE-most people here (in Vancouver/BC) speculate that the homeless will be "shipped" out of the downtown area into smaller towns for the few weeks that the Olympics are here...

Disgusting for a developed country to treat it's citizens that way....

I agree with tuppeny's answer, they live on the streets because they are HOMELESS. meaning they don't have any choice. the shelters in Vancouver are always jam packed.

In Canada, the treatment facilities for mentally ill people are disgracefully inadequate.

Abuse of illegal drugs in rampant in our society, and it knows no boundaries of social class or income.

Homelessness is not a problem that can be solved by throwing money at it.

there is not a lot of room in the shelters, and they are mainly reserved for women and children.
