An interesting question. Legally, no! But when countries experiance a political coup 'd etat anything can happen. Americans believe that nothing like that can 'happen here', but history is full of cases where something that 'couldn't happen' happened. I suspect that if we had a congress that was, for instance, totally fascisti and the military went along the president could be granted special powers to rule by decree. That 's how Caesar, Hitler, Mussolini and Tojo became dictators...not to mention all the other bums that rule various thugocracies today. So far our congress hasn't done that and that's not likely to happen, but as they say, 'The price of liberty is eternal vigilance'. Bush isn't going to get the authority to suspend the next election, but let's not give him any ideas!

No, Congress did not give their Constitutional Powers away:
Article II, Section 1 of the Constitution Gave Congress the power to set election dates, and in 1845, the date was set for the First Monday after the First Tuesday in November every 4 years.

No. Federal elections must be held on the first Tuesday after the first Monday every two years. Presidential elections must be held on that same day every four years. The electoral college must meet and certify the on the first Wednesday in December, following the presidential election.

elections It is FALSE that Congress gave PRESIDENT Bush the authority to suspend the election if necessary. I would NOT support that decision, unless the USA was attacked again like
on 9/11/01, then I would support it!

I doubt it is true since it would be Unconstitutional, but I guess under extraordinary circumstances anything is possible. But since nothing extraordinary will happen in the next 11 months, I wouldn't worry about it. But in case you are concerned, rent "Seven Days In May", I think that is an accurate portrayal of what would happen if anyone tried to circumvent the Constitution (the U.S. Military is sworn to defend the Constitution, not a person). Futhermore, why would Pelosi and Reid vote for such a law? They hate Bush.
