They can be.
A lot of people don't realise that if BOTH members of a teenage couple are underage when they have sex, they can BOTH be charged.
There have also been a few cases where an underage girl who lied to her partner about her age was convicted of conspiracy on the gounds thet she induced someone who had no intention of having sex with an underage girl to do so.

The adult is usually charged. If both are underage then it depends on the ages and what happened. A 13 and a 14 year old would probably not get charged but that depends on the state you live in.

I am not sure I understand why they would be... the whole idea of having an age of consent is to say that under that age the state does not recognize your ability to consent to sexual acts. In other words with regards to sex you are a child. It is not so much illegal for that person to have sex as it is illegal to have sex with that person.

I don't think the underage girls get arrested, I think the adult can get in trouble and it probably has something to do with the underage's parents.

It depends on if she falsely represented her age to the guy.
There are a;ot of things she could be charged with if the DA were willing.
But even if she did the guy is still in trouble.

no they are not prostituding so no and if the were to have sex with a guy that is 18 or up the guy gets in troble. but it the girl chose so no the shouldn't be arested.
