If you live where it freezes, yes and he should so the pipes don't freeze.

Just take the dogs some water from inside.

Hi,
Is there anything written in your lease that states you have use of outside water? If not, your Landlord has every right to restrict your water usage. I'd do the same, and have. I don't let people wash their cars or use a hose on any of my properties, and that's because I pay for water.

The landlord can turn off the water outside, especially if you live in a cold climate.

As long as the water in your house or apartment in unaffected, there is no issue.

So, fill up your bucket inside and take the water outside for the dogs.

Also, talk to the landlord about why he turned off the water. He might have a good reason. Is is cold there?

If this is NOT an issue of failure to pay water bills and is related to weather conditions, he CAN turn off the exterior water. And that is based upon his desire to prevent damage from freezing conditions.

Suck it up and learn to haul water to your dogs with a bucket.

i think he can turn it off because i think he don't want any thing bad to happen w/ them during the harsh winter... plus you can always bring water to your dogs in a bowl or a bucket....

As far as im aware the landlord should not turn the water off unless there is a problem with the pipes. And then he should get the waterboard involved. At the end of the day you pay for your water not him (unless its included in the rent)
