I have had that blimp pointed out to me on numerous flights from San Diego to Dallas. It is a Border Patrol surveillance blimp. If I'm not mistaken, it is at a fixed altitude of 12,000 feet, and is tethered in place. Air lane charts actually show the area abound the blimp as a no-fly zone.
According to Lockheed Martin, the blimp's manufacturer, it can detect people up to 200 miles away. See the link below for a photo.
