Further explanation needed.
Are you on birth control now and you want to know if you should take it right before you have sex? If this is the case, take it at the same time you usually do every day.
Are you talking about you want to have sex? Condoms work just as well as pills.

I'm not entirely sure what you mean. If you're referring to something like the pill, that you take every day for however long you want to go without getting pregnant. It's not something that you only take right before each time you you have sex. Actually, now that I think about, MOST forms of birth control are an ongoing process. The only ones that you worry about when you're actually having sex are things like condoms, spermicides, etc. But for the most part it's a continuous thing, whether or not you're having sex.
Now, if you're asking whether you start some form of BC before becoming sexually active in the first place then the answer is yes. Absolutely you should.

I believe your Question is about "how does birth control work?" This entire article http://www.mayoclinic.com/health/birth-control/BI99999 is an excellent "Owner's Manual" to your body and your partner's body.
If you are referring to birth control pills, patches, or shots, these work by stopping ovulation, which is the monthly release of an egg by your ovary. The egg is released from the ovary and travels to the fallopian tubes http://z.about.com/d/p/440/e/f/10339.jpg. If it is not fertilized by sperm within 24 hours, the egg dies. If it is fertilized, it travels to the uterus and implants itself, i.e., pregnancy. If you take the birth control pill, patch, or shot, these contain hormones that stop your ovary from releasing that egg, so you cannot become pregnant. Birth control pills are taken daily; the patch and shots have different schedules according to their type.
As others have stated, the only 100% effective method for birth control and STDs is abstinence, or not having sex until you are in a committed relationship like marriage. This can help you avoid unwanted pregnancy, being a single mom, gonorrhea, syphilis, trichomoniasis, HIV/AIDS, HPV (there are 30 different kinds), Hepatitis C, chlamydia, pubic lice, regret, cheating, embarrassment, shame, and jealousy.
