its like when people say (right?) after a sentence... its unconsciously asking for an agreement... its a retoricle question...

The meaning depends on the context in which this word is used.
1. Simply 'eh?' would mean that you are asking the other person to repeat or clarify what s/he had just said.
2.Usage such as 'great looking dress, eh?' where the person making this statement as a question, wants the person to whom it is addressed, to give an opinion on the subject in question.
3. 'eh?' could also mean that a person is surprised at something s/he has seen or heard.
4. 'eh' is also a filler word, when a person uses it between two words or phrases, giving him/her time to think.

It can be kind of a filler word or one that takes up space like a pause. Think of Bugs Bunny and his trademark "Eh,...what's up, Doc?"
