No, you can't. I've tried.

Unfortunately you cannot. You can have the person who receives it refuse it. It will get sent back to you. They cannot open the package though. They shouldn't get charged the postage back although you might get charged for the return postage. The post office seems pretty arbitrary about return postage at times.
