Should the members of a family, vote, on whether they want an outsider to come in their house, rape some of the members, steal the family jewels and stay as long as he wants?
The answer is "no". Why?
Because the members would normally vote "no". They would not want to be occupied and robed.
They would vote "yes", (they want to be occupied and robed), only, if they are under on, an unacceptable pressure to vote "yes", or, if they are unable to understand the question due to insanity or mental retardation.
A "yes", vote for occupation and theft, could not reasonably be accepted as valid.
Because, only a "NO" could be accepted as valid, a referendum is useless.

Balls, you type just do not give up. The US has not even taken a drop of oil from Iraq that has not been paid for.
