I would go through their contacts and find their parents/siblings, call them and tell them I found their phone, and to come pick it up.

It really would depend where I found the cell phone. If I was inside a business, I would turn it over to the business lost and found. If I was out in the wilderness or open areas, I would try and locate the owner by calling some numbers from my cell phone. Hopefully, I could locate some of their friends or relatives thus giving notification that the cell phone was lost. Now if I saw it on a sidewalk in town, my first thought would be that it might be some sort of sting operation of the police as they do bate criminals for arrest. If I picked it up and put it into my pocket and walked off I could be arrested for theft if the police wanted to do that. So again, I would make some phone calls and hopefully locate the owner and then wait for them to come pickup the phone that way avoiding the possibility of someone accusing me of theft. It's a crazy world so you just never know these days!

I have found a cell phone before and I took it to T-mobile store that was close by because that was the provider for the phone so they could get it back to the owner

Turn it in to a local police/sheriff so they can give it to the rightful owner. I'd leave a note on the cell phone saying Merry Christmas!
