I have already ruled out that there is nothing affecting the thermostat like a draft or direct sunlight to affect it.

You can't adjust the stat. Are you sure there is enough output from the radiators to reach the set point? Is it extra cold just now?? Maybe you are losing too much heat through walls, draughts etc.

When you pull the cover off there will be an adjustment slot on the cover. Check the temperature with a thermometer and adjust the setting accordingly. Pretty simple. Some have a thumb wheel. It is pretty easy.

if it has a Mercury switch (little silver bubble inside) you have to have it level.
