Obama, Brownback and Ron Paul were the only Presidential candidates to sign an oath stating they will implement the Federal Funding Accountability and Transparency Act over the entire executive branch.
Why haven't others signed this oath?

If you sign the Oath of Transparency then you are required to reveal where all Federal funds are distributed. If you intend to be honest and want nothing to be hidden, then you will sign it. That said, it makes it apparent why the other candidates have not signed it.

Because oaths don't mean anything anymore. You seem to be more concerned with the promise of doing something than with the concept of actually doing it.
