if i have an IP address, is there a way to track it down to know the address of the user of this IP address? wether or not DHCP is used or not ??

With regards to end users (rather then companies running websites) the answer would be not without a court order or something. The IP addresses are assigned to people by the ISP but are not registered in their names or anything.

For example, go to this site to get your internet IP:
http://whatismyip.com/
Then try an IP Whois lookup with that IP here:
http://www.arin.net/whois/

What you'll get will be the info for your ISP.

As a regular person, the best you could do is track the IP address to a geographic region and to a particular ISP. To get to a level beyond that would require a court order in most cases. The ISPs can associate the IP address to a physical address and an account holder.

Pretty much no. The only way to find out the physical address of the customer that has a specific ip address you would need the ISP to give you that info. ISP's should not give that info out unless it is for emergencies, and even then they may not want to without a warrant from a judge.

You could if you had the right access. But you probably can't unless you hack into it.

I dont think it can be done by us, but the police undoubtfuly can.
