You can spend under under $50 and they are pretty easy to install. If you don't feel comfortable to install it yourself, you can check to see how much Best Buy charges to install. It shouldn't be that expensive for such an easy job.

Buy a new one for sure. You'll be surprised how easy they are to replace. I would get a DVD-R since they are only about 20 dollars more. Just copy the cable connections from your old cd rom when you put in your new one.
If you are still a little intimidated with doing it yourself, then find out what the minimum charge is for servicing a computer at various computer repair shops. You should never pay more than the minimum charge for replacing a CD-ROM.

Just replace the CD drive. There are not very expensive. And you could move up to a CD burner or a combo drive, (DVD player and CD burner all in one for about $40.
Changing the CD drive is a piece of cake. Just remove the computers sides, unplug the drive cables, remove the 4 screws, and then slide the drive out. To install the new drive just reverse these steps.
And be advised, a CD drive does not require a driver. If you do choose a burner then you would need to install burning software. Most burners come with Nero.

Open up your computer's case, and make sure that your CD-ROM didn't just get disconnected or the cables are loose.

If you know how to open the case of your computer and remove the old one -- buy a new one. It is simple enough to install and fairly cheap. Repair would cost more.
