This is due solely to what is called scattering. The more short wave solar radiation that is scattered the less is transmitted. And most is reflected to begin with from the tops of the clouds. That which is scattered is forward scattered with the amount of forward scattering being reduced all along the path of the beam of light. At the base of the cloud it is generally dark as a result of this reduction in forward scattering and is of course dependent on the thickness of the cloud.

Clouds darken as less and less light passes through them. This can happen if the clouds gets thicker or taller, or if the Sun gets lower in the sky. The individual water droplets that the cloud consists of scatter incoming light rays, and the more droplets to go through, the more light is scattered, and less reaches the surface (or you eyeballs).
