To be convincing you need to be specific.
"I love you more than anything or anybody!" Yeah, right!
"No really! Honest! Uh. See ya!
It should be more like this;
"I love the way you smile and laugh. I love the way you make ME smile and laugh. I love the way you [fill in] and have fun doing [the things that make you, her or both of you happy]. (If you really love her you know what to fill in.)
"I love your voice and the way you smell and the way you make me feel. I'm lonely when I can't be near you."
If you really mean it your voice will express it more than your words.
To make it unmistakable you should be looking into her eyes, you'll be holding her hands and you will have picked a place that she is the most receptive to you. Possibly an intimate place with soft lighting and soft music.

The best way is to remember the small things. It is the things in life that seem immaterial to most that tends to excite your partner the most.
For me, the best way to make my wife happy and let he know that I truly love her is to bring her a flower on the day we met, make her breakfast in bed on the anniversary of our first date, The simple little I love you out of the blue.
The little things in life mean the most, anyone can buy someone a car....but can anyone remember the day that your significant other had an important day in their life.....you remembered it....did they

We were on this amazing date celebrating our 2 years, now we would say the usual "i love you" but when I realized he was the one for me I flat out told him with tears in my eyes that I was "So In Love with him" he smiled and held me while we danced :) he was killed by a drunk driver 2 years later...

You can tell them but it's better to show them by being there whenever you can, listening when they want to talk and supporting them in their ambitions...
