It would be great if Yahoo would keep track of IP addresses of banned users so that they couln't make multiple user accounts, but I'm not sure if they're allowed to do that. So it's never permanent, but if they lose all of their Yahoo stuff, including email, maybe it won't be worth it to create a new ID after being banned.
