I HAD ALWAYS THOUGHT THAT THE FIRE DEPARTMENT, POLICE DEPARTMENT AND HEALTH FACILITIES WERE THE ONLY ONES WHO COULD MANDATE WORKERS TO STAY BEYOND THEIR SHIFT. ARE THERE LAWS GOVERNING WHO CAN MANDATE AND YOU CANNOT?

Depends what you mean.

In general, only emergency workers can be required by *law* to stay beyond the end of their shift.

But.... that doesn't mean that your boss can't tell you to stay on or he'll fire you - he just can't have you arrested if you leave, the way the fire department, for example, can.
