When you say the bowl - I am assuming you mean the toilet bowl and not the tank. The water level in this portion of the toilet is controlled by two things:

- How quickly the flapper valve closes
- Amount of water flowing through the little hose (see http://www.plumbingstore.com/lavellefillvalves.html and look at Figure B - it is called the 'refill tube'

Flapper:
Uncertain if you can adjust the flapper valve or not. (The flapper on my toilet can be adjusted for how long it stays open). You can also get a little boyant float (typically styrofoam) which helps hold the flapper open longer. Suggest stopping by your home supply store and see if you can find a boyant float which keeps this from closing too soon. It won't pull the flapper up once it's closed - but it will keep it open longer.

Refill tube:
Make sure it is not kinked or twisted in such a way to slow down the flow of water. When you flush, as water is filling the main tank, a small stream is routed through the refill tube into the overflow pipe which helps fill the toilet bowl. If the flow is too slow, then your bowl won't fill as much.

Good luck n solving your problem. I hope I was able to help.

Buy a new flapper too. It should stay up until most or all of the water in the tank is gone, then close. If its not doing this, it could just need to be replaced.
I know what you mean about the bowl not filling. It seems like a lot of these new filler systems use a water saver system, and don't fill the bowl like they used to. The only thing you really can do is keep adjusting the filler float until it fills the tak to where the old water line was. Other than that, the only other option is to get a different or higher filler tube, maybe this one is too low (they sell different lengths).

Sometimes there is a ring around the flapper valve that can be adjusted for closing speed. You won't find this on the directions. The water height should be easy to adjust.

Does the toilet flush adequately ? Don't worry about what it used to look like. Adjust the chain with the little hook in different links of the chain until you get satisfactory results.
