T-mobile has a pay as you go phone that doesn't charge you monthly. You just buy more minutes when you start to get low.

You can buy the extra minutes online, over the phone, or at a T-Mobile store. The phone will come with instructions on how to buy the extra minutes.

Sure you can. They always try to sell the contracts, though. I think if you use it a lot and use lots of different features, like texting and internet, a contract may be more efficient.

I don't use my mobile much, so I have a pay-as-you-go with Cingular. I buy and $100 card at the beginning of the year, and it usually lasts me until the next year.

Yes you can. I believe Virgin mobile used to do a service here but I'm not sure if they're still around. All the main providers have a pay as you go service too. try verizon.com and atandt.com...they call them 'go phones' or something like that.
