Hello,
As a porcelain Enthusiast (who has done investing in porcelain) I would actually suggest that you buy them only if you want to. I wouldn't really hold out on their value increasing, particularly considering that this Flowers of the Month series is made at Doulton's "Royal Albert Factory" in Indonesia, not England (where their finer pieces are crafted).
The quality will still be high, though for some reason the Royal Albert Indonesia porcelain is much lighter in weight than the old English made pieces.
Also judging from the current collectible market the Doulton and Royal Albert wares from Indonesia are actually decreasing drastically on the secondary market, rather than increasing like they used to.
20 GBP is approx. $39.67 USD- and likely to change in favor of the pound.
You may actually be able to locate the set on eBay for much less. However, If you are looking for new English porcelain to invest in, I would suggest some of the Cabinet Wares by Minton (apart of the Doulton company, but all Minton wares are exactingly handcrafted in England), or the Cabinet pieces by Royal Worcester (which show remarkable workmanship, like Minton).
I hope this was helpful.
Merry Christmas!

Although I don't know the conversion, I can tell you that Royal Doulton is always a good investment that increases in value as they discontinue patterns. See whether you have an outlet near you (we do) because you may find them cheaper there. A collection inclusive of all components is usually worth more than individual pieces (keep the boxes to increase worth as well).

Buy them if you love them. Don't plan on anything increasing in value. If you enjoy them, pass them along to your grandchildren with the intention that they will enjoy them as well.
