Well an object in freefall only has one resistance acting on it, air resistance. So the object will reach full resistance when it reaches terminal velocity (the "most" resistance) and will not be resisted any longer. Except of course when it hits the ground and goes splat. So technically he is correct so long as the mass reaches terminal velocity.

The upper most stories tend to follow the path created when the stories below them collapse, and also there is no force which would make them topple.
