The ancient Sumerians established the first civilizations there. To me, that means they controlled that region. The above came after, especially the Persians and Romans. In order, I'd put them as: Assyrians, Chaldeans, Persians, and then Romans.
So, Assyrians are your best option of the four.

well the sumerians were the 1st kingdom. Then came the others: Assyrians, Babylonians. & Israelites.The persians came next with a large empire in the Middle East. After their long empire Alexander the Great from Greece conquered them.
