Hi. "Start> All Programs> Accessories> Windows Explorer". You can right click and use "Send to desktop" to make a shortcut and icon.

If there is no Internet Explorer button on your desktop click start, click Internet Explorer and you are now finally done!

I don't think windows explorer per se has a telephone number..or a toll free number, you can try calling microsoft maybe..they might be able to help!
