No, the "b" is correctly lowercase, as it is the continuation of a sentence that has not ended.

You are inserting "Neil said" into the sentence--you would only need to capitalize your "B" if it were the start of a new sentence.

It is lower case. Get a copy of Strunk & White "the elements of style".

strunk and white is about writing stylistically. get the little blue book of grammar for grammar rules
