You could say that President Bush tried to go through the back door by doing nothing about rising gas prices (and by refusing to open our strategic reserves).
By doing this, he allows market pressures to resolve the issue with the entertainment of new energy sources. At the same time, he tried to insure that America would have oil even when the rest of the world was running out, and that would make the world dependent upon us, now, wouldn't it?

As far I remember, Jimmy Carter and just think where we could be today if we'd supported his ideas back then! Republicons thought it was a better idea to go to bed with the Saudi's, the rest is history.
